A 32-bit version of the Exchange Server 2007 Management Tools has been released as a web download for a while now.
You can install this on Windows Server 2003/R2 or Windows XP - no Windows Vista support yet. (Many customers I talked to last week at Exchange Connections are hoping Vista support will be available in SP1 timeframe, but it's not a huge issue for most - Bharat)
What does the download contain? According to the above link, it has the following:
- Exchange Management Console (EMC)
- Exchange Management Shell (EMS)
- Exchange Server 2007 help file
- Exchange Best Practices Analyzer (ExBPA)
- Exchange Troubleshooting Assistant tool
At 686.7 Mb, it's a huge download for management tools! Apparently, the download above has more than just the management tools - it is the entire 32-bit version of Exchange Server 2007 - also 686.7 Mb (strictly for test/lab use, only the 64-bit version supported in production).

The tools can be installed on Vista machines, if you use the Windows XP (SP2) Compatability mode for the install file.
